Soren the Vindicator is not currently listed as an overland, or any. contested for TLE progresssion. despite being active and engageable. he carries an achievement for killing him so should be listed

You are correct. They did add an achievement for him when they created the fabled instance versions. This target has been added to Contested and will update shortly.
