You have to kill all the other stuff before you can damage Master Yael.
Note: Yael heals when in Water.
The 2 named adds swap a damage immunity so you can only damage one at a time. Every so often one ports to the center of this chamber. There are 2 curses to watch for (need names). One Curse you cure, the second lands like a second later, and that one does not get cured. That one needs to get close to the named add that ported to the center of the island. If they fail that you die. If your guild did Gynok Moltor then you will already know how this works.
Yael spawns 2 adds periodically, one of the add will heal the other, and hit rates on one are pretty terrible.
Once you get all the stuff down and get to just Yael he starts casting an incurable charm on one of the MT healers. You have to wait until this Charm expires naturally. If you happen to kill Master Yael while a healer is charmed he heals to 100%.
Once you clear his trash adds the fight is alot simpler.
does he have a spell that casts to heal(and exempt when hes in the water) or is it just heal 24/7 when not in water?

The adds also have an AoE, arcane, that if stacks, one shots the raid and a co-op strike ability if they attack Yael's target.
